I'm not sure this is the right way to look at it. A "Development" build is
any build that's not done with the "release" profile, from any hrev that's
not officially tagged to be a release. A "Nightly" is built with the
"nightly" profile from one specific hrev (though quite arbitrarily chosen
when the buildbot is ready for another build.
In other words, every "Nightly" build is a "Development" build, but not
vice-versa.
