This doesn't seem to be a problem in Keymap or with RTL language, but with
the hacky font substitution. Font substitution only uses some Noto family
fonts that are system dependencies, and none of them seem to have arabic
glyphs. If you have a font with those glyphs, like some of the DejaVu
family, and select that in the font menu of Keymap, you can see the
glyphs.
