#16430: appkit: scrollknobs for big comboboxes sometimes dont appear

this seems to be related as to which item is selected, for example i have
had this issue in visions colors dialog a lot, having an item selected
which is more to the top of available options makes the arrows appear
everytime, but having one selected at the bottom makes them not appear
everytime.
e.g in vision selecting the color option "Text" makes the knobs appear the
next time the box is opened, but selecting mIRC silver makes them not
appear the next time the box is open
