#16339: Shutdown stops after saving report from a crashed application

When an application crashes upon shutdown, and when trying to save a
report, shutdown process stops. In order to continue with the process,
CTRL+ALT+DEL must be used to invoke "Force Restart".
And the report even doesn't get saved.
