#16324: Battery-low notification should be much more prominent

I tyically run my laptop on external power, so I never pay attention to
the battery-status indicator.  However, sometimes the power gets
accidentally -- and non-obviously! -- disconnected, so the battery drains.
Several times it has turned itself off without my ever seeing a
 notification (probably AFK).

The notifications should be improved.  The first -- at 18% power, I think
-- could remain a standard notification, but it should remain on-screen
for at least 15 min. The final one should be a very visible -- and
persistent -- alert that doesn't go away until dismissed.

Someone in the forum suggests that the trigger points should be
configurable, too, which might be a good idea.
