#16252: KDL after disabling and enabling iprowifi3945 quickly

On my HP nc6400 laptop equipped with a iprowifi3945 device I can somewhat
reliably enter KDL by enabling or disabling the wifi device via Network
Preferences. An example screenshot is attached.
After booting the machine if I open network preferences, select the
ipro3945 device and disable it and enable it a few times eventually I'll
end up in KDL. Sometimes it will happen the first time I enable it, other
times I'll have to enable it a few times.
I'm not sure if it matters that the device is connected to a wifi network
or how long the system has been running for.
I'm also not sure if it matters how long you wait between disabling the
device and re-enabling it. I've mostly only been waiting a second or two
at most.
