This is hrev54202.
Steps to reproduce:
1. Build test_app_server with `DEBUG=1 TARGET_PLATFORM=libbe_test jam -q
-j4 install-test-apps`.
2. Run `test_registrar` and `test_app_server`.
3. Run Chart demo.
4. test_app_server will crash with `not parallel locked!`.
