#15998: [Shortcuts] Application select window should list the applications

Application select button in Shortcuts is very hard to grasp. There are a
couple of problems:
- It doesn't get keyboard focus by default
- Typing the application name does not work
Instead of a small box with no explanation or clue, regular file selector
should be used instead.
