#15776: Limit the window title text length

WebPositive's (and other programs) tab frequently spans the whole display
width, so no free place available to interact with the desktop/replicants
or with the Deskbar (i don't like auto-raise).
It would be nice if app_Server could limit the window title length, maybe
like 0,75*$current_screen_width.
If multimonitor/different resolutions for different screens will becomes
available it would be great if it would automatically adjust if the window
get moved to different screen.
