#15253: Netpositive: showing tablist menu freezes current tab's display

How to reproduce:
1. load youtube.com and start playing a video
2. click on the tab list icon on the top right
What happens?
The video is frozen until this menu is closed.
What should happen?
The video should not freeze.
Note: pressing right mouse button anywhere in the webpage seems to exhibit
the same problem: it will open the context menu and freeze the video as
well.
global window menus like "window", "edit", do not freeze the video.
