Add a retry/continue option.
Updating the system with a flakey internet connection is difficult. One
can download most of the files and have the operation aborted by a
connection issue, requiring a complete re-start of the update process re-
downloading files. SoftwareUpdater and pkgman update need to allow one to
retry the last file and continue the update from that point. This will
prevent the need to re-download files and allow the process to complete.
