#14919: [Velocifire TKL02] Erratic keyboard behavior

Velocifire TKL02 wired USB keyboard behaves erratically under Haiku.
Key presses do not register until a few tries, and then repeat endlessly.
Issue can be reproduced on hrev52913 x86_gcc2 hybrid on different
machines. Keyboard was tested to be working properly in BIOS as well as
other operating systems.
Keyboard presents itself as:
