Isn't restoration of the previous session the expected behaviour?
When launching cleanly (with no windows open), it restores the previous
session.
On the other hand, when opening a new window, it respects the settings
specified in the General tab. Open start page, open a search page, and
open a blank page are all working correctly on new windows.
Also, when clicking on the start-page / "home" icon, the specified start
page is also loaded.
