That does look like a regression, probably after an update to ICU.\\
It used to be like Mr. Bullfrog expects, see the screenshot in the
"Formatting" part of the [https://www.haiku-
os.org/docs/userguide/en/preferences/locale.html Userguide on the Locale
prefs].
