 When the bounds defined by (SetZoomLimits) is smaller than the rectangle
 described by "(screen size - deskbar area) UNION size limits", then the
 window is centered within that rectangle. This centering involves dividing
 the difference by two and rounding the result, which can cause the
 resulting zoom rectangle to be one pixel short in one or both dimensions.
