It is a window so we might be able to add key commands to it.  They
 would be assigned to hide, not close.

 The window should be resizable and moveable, so having borders and a tab
 is needed, as well as saving those properties.

Showing the Notification Center is using massively CPU in two threads
 in the app_server.
Hmm I had not seen that.  Is it the two window threads?  I will check
 this out tonight.  Are you running virtual or bare metal?
