No idea how it used to work, but it was broken now. Added a patch that
corrects the problem.
Tracker will now pick up the 24 hour format. It will open new windows with
the new format, but already opened windows stay with the old format. I
don't think this ever worked otherwise. Perhaps a separate ticket can be
created if this is wanted.
