The slow boot is a known issue with large numbers of disconnected ports.
We iterate over each port attempting to power it up (and the powerup is
delayed by the AHCI timeouts). I have a small patch in mind to resolve
that and can reproduce it in VirtualBox.
So it looks like this one isn't really an issue anymore? (and we can open
a ticket for the slow boot and re-open #12415?)
