I think the horizontal scrolling checkbox is for two finger scrolling,
i.e. you can scroll horizontally and not only vertically using two
fingers. (if you want to try it, some older touchpads only detect two
fingers when both fingers are one an horizontal line...) I also had to
look into the source code so maybe a more verbose label? Will add John for
clarification.
