Sorry for interfering..

But wasn't "private development" described in the last newsletter by 
Axel?  IIRC, the idea was to have for each user a private directory (a 
sandbox, if you like) where he or she could work on things not yet 
suitable for inclusion in the main tree.

While this still indeed is private development, at least users could 
share source more readily than now -- just tell where in their "home 
area" they've got their things.

Just a thought.
