hay excepciones, pero por regla general todas las aplicaciones y
distribuciones deberían seguir estas 2 reglas:
1) Toda la configuración KDE particular del usuario debe debajo de ~/.kde
2) Toda configuración KDE global común a todos los usuarios debe ir debajo del
PREFIX usado en la instalación de KDE.
Para averiguar el PREFIX: kde-config --prefix
Por ejemplo si el PREFIX = /usr (default en Debian-based distros):
* La configuracion general de KDE para el usuario estara en:
~/.kde/share/config/kdeglobals
* Lo mismo pero para todos los usuarios estara en:
/usr/share/config/kdeglobals
Ten en cuenta que la configuracion del usuario SOBREESCRIBE en muchos casos la
configuracion global.

Te digo igual que no hay mucha documentacion al respecto.
