folders and related stuff is also under tools on any folder if you use my 
computer to view folders.

Hi, turns out that the O for folders option was not checked in whichever bar
holds it, I think it might be the explorer bar, and so I couldn't find it.
Once I discovered this, I was able to get to where I could change the
folders option and resolve my problem.  Had everyone here not given similar
suggestions, I would never have persevered to find the submenu needed to
bring the other submenu back to where I could find it.  Don't really know if
I could find it again if that menu item once more disappeared, but all is
well for now.  At least on the XP machine, folders and related stuff is in
control panel.  Thanks everyone for the suggestions and extra incentive
needed to solve the problem.
