Sounds like you might have a corrupt local secedit.sdb file. This happens every once in a while and would explain that particular security CSE error. When I run gpupate or gpupate /force nothing happens, the cursor just sits there. I tried flushing dns, removing from the domain and then adding to the domain again, but this did not help. Any ideas of how to remedy this situation?
