I think your best bet there would be a startup script, because it will run
in localSystem context. However, that runs non-deterministically (i.e. only
when a workstation reboots) so if you're creating a script to set a
particular time, that probably won't work (for obvious reasons). If you're
just using w32time or a similar utility to force a sync with a time source,
then its probably ok.
