I can successfully download rgprefresh from here:

We just cut the gpoguy.com website over to a new design last night so you
may be experienced a temporary glitch.
As for the SDM Software freeware version of this, this is a PowerShell
cmdlet. So you'll need to have PowerShell 1.0 installed prior to installing
the cmdlet. Also, if you are installing on Vista or Server 2008, make sure
to run the MSI installer from within an elevated command prompt.

I have been trying to get this program off of the site but the link is
broken. They suggest getting the new and improved ver off os sdm software
freeware page. Well that program doesn't work at all. When I install all I
get is error after error.
Anyone?
