Probably the simplest way is to redirect your user's desktops using Folder Redirection, to a read-only server share that contains on the icons you wish the desktop to contain. You could also use something like mandatory profiles. They would be able to make desktop changes during their current session, but those would be discarded when they logoff. This has potential problems of course, if they store documents on their desktop, so I would probably prefer the folder redirection approach.
