I guess you have set the "Prevent Help menu from Start Menu" policy setting
(User Configuration > Administrative Templates > Start Menu and Taskbar)?
What is important to know is HOW the users are able to access that app, is
it a shortcut in Start menu, is it through Run, or whatever? I guess you
have other issues than just "HelpPane.exe" if you allow them to use "Run.",
BAT/VBS scripts etc.?

Hi
in the middle of locking down Vista to bare minimum and I am trying to
prevent the help and Support from being launched.
I have put the HelpPane.exe in the Admin Templets--> System --> Dont run
Specified Windows applications but it still launched.
Has anyone been able to stop this help screnn apearing.
