Exactly, you want to apply it via computer policy so that anyone in that
group cannot logon interactively to any of the systems in your domain.

Yes, but wouldn't I have to apply that policy to computer objects?
These users are connecting via VPN from their own computers.

You probably want to look at the "Deny logon locally" setting in
Computer Configuration > Windows Settings > Security Settings > Local
Policies > User Rights Assignment.

Is it possible to prohibit a group of users from logging on to any
computer in a domain and only have the ability to authenticate? We need
this for our VPN consultants.
