Yes, there are three different policy settings that control the various AutoComplete options. For usernames/passwords, you need to DISABLE the "Turn on the auto-complete feature for user names and passwords on forms" setting located under [User Configuration/Administrative Templates/Windows Components/Internet Explorer].
