Welcome to the joys of Office 2007 deployments with group policies. Basically, the entire process is broken. Darren has written an article in WindowsITPro magazine about deploying office 2k7 and the nice little quirks MS has implemented. One of them being Office 2003 is not removed when Office 2007 is installed.
