You could push it through Group Policy software installation since you
can download the installer in MSI format. You have to sign up for a free
distribution license to do that though.

Does anyone know how I could push Macromedia Flash to all PC's and
Laptops in a domain when most do not have administrative rights?

Can I use System Rights?
