The value you need to control is HKCU\Software\Microsoft\Internet
Explorer\Main\Start Page

 

If there isn't a Micorosoft ADM to control this you could always write
your own.

Hello,

I would like to know if there is a group policy to set the home page of
I.E. 6?  I have searched and found nothing.  I think it might be a part
of another setting but I am not sure.
