[gptalk] Active Desktop

I changed a user GPO to disable the Active Desktop. After the change I have 
several users complaining that their desktop icons are blurry and look 
different. All users are using a .BMP as the background, should this have had 
any effect on the look of the icons. If it does how can it be fixed without 
enabling Active Desktop.
