Obviously, the RF signal strengths will vary if a plane is mobile aloft or 
on the ground.

Hi Andy
Either way, inside or outside airplanes are shielded, the MythBusters
were inside the aircraft when they did their experiments, granted the
plane wasn't flying but that shouldn't matter.
