Of course I should have said just click on the shortcut you create, and that
will tell you if it works. Restarting is just an extra test.

and Right Click gpodder.exe
Select Create Shortcut; it will send it to the Desktop, that's fine.
Go to Desktop and find the new shortcut, Right Click and select Cut.
In Windows Explorer make sure View/Hidden Items is checked (turned on);
otherwise you won't be able to see the following folder.
Navigate to: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp
Paste your new gPodder shortcut there. Restart and see what happens. There is
a setting in gPodder to start minimized, but I just let it start normal.

There's a shortcut in the startup folder. Other items in that folder USUALLY
startup on boot and I can click the shortcut and gpodder will start.
I also tried adding a task scheduler item to start it up, that doesn't work
either.
I just u/g to 3.10.15. We'll see if that helps but I'm not confident it will.
Any ideas?
