Here is exactly what I did, and it is working correctly for me. ((If it is the
same as what you did, then I don't have a good answer for you.)) Here goes.
Navigate to: C:\Program Files (x86)\gPodder\bin
and Right Click gpodder.exe
Select Create Shortcut; it will send it to the Desktop, that's fine.
Go to Desktop and find the new shortcut, Right Click and select Cut.
In Windows Explorer make sure View/Hidden Items is checked (turned on);
otherwise you won't be able to see the following folder.
Navigate to: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp
Paste your new gPodder shortcut there. Restart and see what happens. There is a
setting in gPodder to start minimized, but I just let it start normal.

There's a shortcut in the startup folder. Other items in that folder USUALLY
startup on boot and I can click the shortcut and gpodder will start.
I also tried adding a task scheduler item to start it up, that doesn't work
either.
I just u/g to 3.10.15. We'll see if that helps but I'm not confident it will.
