I got it running like this once when I had problems. I haven't
been able to find out why this happens.
$ sudo service docker stop
docker stop/waiting
$ sudo service docker start
docker start/running, process 10419
waited about 5 minutes
the issue remains the same
localhost - Problem loading page /Unable to connect
