Thank you for raising this issue.
I don't know how often people need to d what you are trying to do, but
it is a good issue you have raised.
Now that you are really using it actively for keeping books for some
agency, I think we can particularly look into your issues.
One way I can suggest is that our team makes a feature to just transfer
the chart of accounts.
This way you will get those accounts minus the vouchers.
Will surely like to see what others think on this.

Continuing on this - Yes its easy to setup a new organization ,
but it would mean having to set up the entire chart of accounts
structure all over again .
I have added customers and suppliers (Sundry debtors and
creditors) created many expense categories etc.
I understand a roll over option would work but only at the end of
the a financial year ?
