Yes it can, and the tempo change could be dramatic (say from 250 > 30) which
will produce a major effect on any parameters I'm calculating.

Are you suggesting that the host sends the plugin a notification of
"conductor" change ?  I'm not sure that's necessary.  As long as the
"conductor" keeps a sample accurate tempo map then any requests from plugin
can ask for the correct tempo, sample per sample.
