of course, tracking tempo is required in that case..

It doesn't REALLY matter - there is a fixed ralationship between
samples/sec, subsamples/sec and subsamples/sample. Which one we decide is
the variable is semantics. I see plenty of reason to keep subsamples/sample
integral, though.
