Not neccesarily. If we decide that we only need 32 and 64bit float then we
could just flag the plugins with which they are and the hosts can choose
the ones they prefer. Both 64 and 32 bit versions could be built from
common source.
I'm not saying thats better than negotiation, but it is simpler.
