[gmpi] Requirements

It's amazing how off track we got from just requirements gathering. A draft
of the pure requirements is available at
http://www.gmpi-plugins.org/gmpi/requirements.php
NOTE: These are requirments only. I am still working on merging in the
full text we developed, and it will be there.
Please read these over, and let's see if there is anything missing, or
anything we need to rewrite.
Let the fights begin.
