Cubase does it. simple, works.

P.S. My Host SynthEdit, scans the plugin directory every time at startup.
Lazy, I know. But actually no big deal in reality.

We don't need to specify a plugin database as part of GIMPI, every host has
slightly different requirements.  You may as well roll-your-own.
