[gmpi] Req issue: event timestamps

Do we want to make a requirement about event timestamps being absolute vs
offsets?
The reqs doc points out one issue, and there has been some discussion here
about which is better.
I think what we need is a benchmark on a typical 32-bit system.
I'll see if I can whip something up. In the meantime - thoughts?
