According to my copy of the Spec you can use just the MSB if you want only 7 bits of resolution, or you can use both if you want 14 bits. In the latter case, *after* using both you can then send just the LSB if you want to make a fine adjustment, or you can send just the MSB if you want to make a course adjustment.
