I think 11, 13 and 17 are rather closely related to 3 and 4, while 
they're still rather high level concepts. 11, 13 and 17 have 
portability issues that need to be addressed, and things that aren't 
handled explicitly with portable "OS service wrappers" will have to 
go through the host interface. (Actually, the "OS service wrappers" 
might be *part* of the host interface.)

Then again, *everything* is related to one or more other items, so 
there's no perfect order. I think it looks pretty good, though.
