Why 4?

I'd be quite happy with one.

The other 3 assume that plugins want music time when the transport is
stopped.  Why?, if you want to keep generating rythmic output, generate your
own clock (you know the master tempo).  There's no point trying to sync to
any external clock, the transport is stopped.
