The last detail of 3.9 is pending, let's open 3.10.

Read it over, post any edits, concerns, or things we've missed.

Let's see if we can do this one in less time :)

Happy weekend.

Wording suggestion:

Instead of:

"Req 43: Silent data optimizations must be supported. Plugins that do not care to handle silent inputs specially must not have to do any extra work. Hosts that do not care to handle silence must not have to do any extra work."

how about something like?:

"Req. 43. GMPI must provide a performance optimization mechanism for handling silent audio buffers. This mechanism must allow plugs and/or hosts (or at least those that care about this issue) to flag silent audio buffers, and to detect silent audio buffers by flag (without examining the buffer contents) in order to avoid needless samplewise processing."

Reasons include: 'silent data' and 'silent data optimizations' seemed vague; 'that do not care to' kind of anthropomorphizes the system; 'do any extra work' may be a little misleading as it doesn't take any more work to process a silent buffer than a noisy buffer.
