L'Iran a finalement été exclu par l'ONU de la conférence de paix sur la Syrie dite Genève II qui aura lieu à partir de mercredi, à Montreux (Suisse). Le secrétaire général de l'ONU, Ban Ki-moon, qui avait préalablement invité Téhéran, «a décidé que la réunion aura lieu sans la participation de l'Iran », a déclaré son porte-parole, Martin Nesirky. Le refus iranien de soutenir un gouvernement de transition en Syrie, condition préalable posée par la France, le Royaume-Uni et les Etats-Unis, a été la principale motivation du secrétaire général de l'Onu pour prendre cette décision. Une reculade regrettée mardi matin par le vice-ministre iranien des Affaires étrangères Abbas Araghchi, interrogé par la télévision d'Etat : «Tout le monde sait que sans l'Iran, les chances (de parvenir à) une vraie solution en Syrie ne sont pas si grandes». La Russie, fidèle allié de Damas, avait- elle affirmé lundi par la voix de son ministre des Affaires étrangères Serguei Lavrov qu'exclure l'Iran serait «une erreur impardonnable». L'opposition syrienne avait menacé de boycotter la conférence qui a pour objectif une transition politique en Syrie si l'Iran, allié de Bachar al-Assad, était présent. Avec ce revirement, la coalition de l'opposition a immédiatement «confirmé sa participation à Genève II». En revanche, une des principales composantes de cette opposition, le Conseil national syrien (CNS), a annoncé son retrait de la Coalition pour protester contre cette décision. Après cette crise, la porte-parole du département d'Etat américain Jen Psaki a demandé lundi soir «à toutes les parties de se concentrer désormais sur la tâche à accomplir: mettre fin aux souffrances du peuple syrien et amorcer enfin une transition politique». Le communiqué de Genève parle d'instaurer un gouvernement de transition en Syrie ayant des «pleins pouvoirs exécutifs, ce qui laisse entendre que Bachar al-Assad pourrait perdre une bonne partie, voire la totalité de ses prérogatives». Genève II doit s'ouvrir mercredi par une session ministérielle à Montreux présidée par Ban Ki-moon et à laquelle sont conviés une quarantaine de pays, dont les grandes puissances et les autres pays de la région dont l'Arabie saoudite. Les délégations du gouvernement et de l'opposition doivent négocier ensuite à Genève, à partir de vendredi, sous l'égide du médiateur de l'ONU et de la Ligue arabe Lakhdar Brahimi. Les négociations en tant que telles entre le gouvernement de Bachar al-Assad et l'opposition doivent débuter vendredi à Genève mais les objectifs des deux camps semblent totalement inconciliables. Dans un entretien, le président syrien a en effet exclu de confier la direction d'un futur gouvernement à un opposant et a pronostiqué que sa guerre contre les rebelles prendrait «beaucoup de temps». Il avait lui-même contribué à raidir les positions en affirmant, dans un entretien exclusif accordé dimanche, qu'il avait de «fortes chances» d'être candidat à sa succession cette année. Face à cette assurance, un haut responsable américain a indiqué lundi que Washington avait reçu de «nombreux messages» de la part de membres du régime de Damas «impatients de trouver une solution pacifique» à la guerre civile qui ensanglante le pays. Celle-ci a fait plus de 130.000 morts depuis mars 2011. Sur le terrain, un double attentat suicide à la voiture piégée a eu lieu lundi dans la ville frontière de Bab al Hawa, près de la frontière turque, tuant au moins cinq personnes, selon l'Observatoire syrien des droits de l'Homme (OSDH). Et à la veille du début de la conférence de paix, le Guardian et CNN ont publié lundi un rapport dans lequel trois anciens procureurs internationaux accusent la Syrie de massacres à grande échelle et de tortures. Cette situation qui perdure, car finalement le régime de Bachar en acceptant le contrôle de ses armes chimiques a repris la main sur le terrain continuant les massacres en disposant darmes lourdes :chars, avions. Lopposition au régime constituée de combattants dorigine et didéologies disparates et y compris de combattants européens radicalisés devient une nébuleuse concernant les conditions de sa gestion dune alternative au régime syrien Lavenir sannonce encore lourd et inquiétant en Syrie pour une période hélas encore à ce jour indéterminée Les conditions dun cesser le feu minimum et première étape au règlement du conflit recherché par lONU, et les représentants occidentaux savèrent délicates, ceci, car les deux camps veulent assurer leur avenir. Hélas, dans nombre dONG et mouvements de paix comme un aveu dimpuissance, la situation syrienne devenait absente ou réduite dans leurs dernières déclarations Certes : il faut toujours espérer et le dialogue est préférable au bruit des armes, aux larmes et aux pleurs, cependant lespoir en toute lucidité reste mince au présent. (CNS) After this crisis, the spokesperson of the American State Department I in Psaki asked Monday evening all the parts to concentrate from now on on the task to achieve: to put an end to the sufferings of the Syrian people and to start a political transition finally. The official statement of Geneva speaks to found a transition government in Syria having executive absolute powers, which implies that Bachar Al-Assad could lose a good part, even the totality of its prerogatives. Geneva II must open Wednesday by a ministerial meeting in Montreux chaired by Ban Ki-moon and to which about forty countries are invited, of which great powers and other countries of the area of which Saudi Arabia. The delegations of the government and the opposition must negotiate then in Geneva, as from Friday, under the aegis of mediator of UNO and the Arab League Lakhdar Brahimi. The negotiations as such between the government of Bachar Al-Assad and the opposition must begin Friday in Geneva but the objectives of the two camps seem completely irreconcilable. In a maintenance, the Syrian president excluded indeed to entrust the direction of a future government to an opponent and forecast that its war against the rebels would take much time. He had itself contributed to stiffen the positions while affirming, in an exclusive interview granted Sunday, which he had of strong chances to be candidate for his succession this year.
