LA DEMOCRATIE ET….. !

 

 

 

Bonjour,

 

 

 

Bien des dirigeants politiques, des médias et parfois la précision de
pouvoir du peuple figure dans des chartes, Constitutions, documents
d’Institutions diverses ou dans leurs préambules :c’est ce qui est appel en
Occident : la démocratie !

Ensuite ce type d’appellation laïque ne convient pas  des représentants d
’obédiences religieuses ou à des mouvements d’inspiration absolutiste ou
dictatorial même qui lui préfère le pouvoir monarchique, militaire, ou dicté
par  les prescriptions religieuses :charia ou autre !

 

Egalement, même ce qui est appelé les démocraties issues du verdict
électoral des peuples ne respectent pas toujours le vote qui leur a été
accordé = non-respect des promesses ou du programme électoral, changement de
stratégie et d’alliance, parfois même et cela  été le cas lors des
référendums organisés pour la nouvelle constitution européenne des peuples
ont voté contre et le gouvernement a ensuite malgré ce refus fait passer le
texte par la voie parlementaire, sinon, il a procédé ultérieurement à un
autre scrutin

 

L’un des moyens permettant le contrôle du peuple des choix pour lesquels il
s’est prononcé, serait celui  y compris en cours de mandat non respecté de
permettre et selon s’il s’agit d’un scrutin local, régional ou national de
permettre par exemple  à parti d’un certain% des électeurs et électrices
inscrits de déclencher un référendum d’initiative populaire.

 

Ce système certes n’est pas parfait et peut provoquer si trop fréquent de
l’instabilité de gouvernance, mais il aurait le gros avantage  de provoquer
la crainte des politiques de mentir, tromper ou tout simplement oublier
leurs engagements ;Cela  favoriserait sans doute de leur part  plus de
transparence, d’information et d’échanges avec leurs concitoyens.

Sans revenir a système grec d’alternance, de tirage au sort, ou de
limitation systématique du mandat en tenant compte que de nos jours il faut
une certaine professionnalisation de la vie politique, publique, et donc des
apprentissages juridiques, sociaux, économiques, etc.  mais le concept de
démocratie retrouverait quelques couleurs moins formelles que le constat
actuel

Many political leaders, media and sometimes the precision of being able of
the people appears in charters, Constitutions, documents of various
Institutions or in their preambles:it is what is call in Occident: the
democracy!

Then this kind of laic name is not appropriate of the representatives of
religious obediences or with movements of inspiration absolutist or
dictatorial even which prefers to him the power monarchical, military, or
dictated by the religious regulations:charia or other!

 

Also, even what is called the democracies resulting from the electoral
verdict of the people always do not respect the vote which was granted to
them = non-observance of the promises or the election programme, change of
strategy and alliance, sometimes even and that be the case at the time of
the referendums organized for the new European constitution of the people
voted against and the government has then in spite of this refusal made pass
the text by the parliamentary way, if not, it proceeded later on to another
poll

 

One of the means allowing the control of the people of the choices for whom
he decided, would be that including in the course of mandate not respected
to allow and according to if it is about a local poll, regional or national
to allow for example party of one certain% of the voters and voters
registered to start a referendum of popular initiative.

 

This system certainly is not perfect and can cause so too frequent
instability of governance, but it would have the large advantage of causing
the fear of the policies to lie, mislead or quite simply forget their
commitments;That would undoubtedly support of their share more transparency,
information and exchanges with their fellow-citizens.

Without returning Greek system of alternation has, of lottery, or of
systematic limitation of the mandate by taking account that nowadays one
needs a certain professionalisation of the political life, public, and thus
of the legal trainings, social, economic, etc but the concept of democracy
would find some colors less formal than the current report
